    Cyber Terrorism and International Humanitarian Law

    Terrorism, the most violent form of perpetration has existed since the inception of human civilization. Though the conventional motives have remained the same, the traditional concepts and methods of terrorism have evolved into deadlier forms with the advancement of modern technology. Information technology is one such area which has increasingly allured the terrorists over the years due to the garb of anonymity it offers to the perpetrators of terror. The increased reliance on information technology by the terrorists has significantly given rise to security dangers and hence this new menace became a major challenge to world security and the phenomenon that evolved came to be known as cyber terrorism. The disastrous impacts associated with cyber terrorism made it all the more impossible to be control or prevented. The issues of safeguarding against the threatening of such operations still remain uncertain. Hence the Geneva Conventions or the current Law of War remains relevant to cyber terrorism, but yet the precise points of pertinence remain largely unclear. My central argument would dwell upon whether the International Humanitarian Law or the Law of War would be effective in preventing this newest form of terrorism or not.

    Exploratory Study of Unmanned Aircraft Systems Regulations in India and the Challenges Ahead in Evolving Aviation Ecosystem

    skies over central New Delhi in India were lit up by a spectacular display of over a thousand Unmanned Aircraft Systems (UAS) on the 75th republic day celebration in January 2022. The usage of UAS or drones, as commonly referred to, has gained momentum worldwide, including in India, signifying its importance in the aviation ecosystem. The advancement of technology and large-scale investment has fast-tracked the proliferation of UAS in civil, commercial, and military domains. The government of India and national aviation regulators are continuously working to provide a concrete regulatory framework to support the growth of the UAS sector and minimize the risk emerging from the operation of UAS. A recent step towards the same was taken by passing Drone, Rules 2021. The UAS ecosystem is still in its initial stages of development with uncertainties in privacy, safety, data protection, and governance issues. This paper aims to provide an overview of the UAS regulations in India and their implications for the UAS ecosystem. The paper highlights how such rules will affect civil and commercial UAS usage and its implication on the rights of individuals.

    Security Mechanisms of Shanghai Cooperation Organisation (SCO)

    The Shanghai Cooperation Organisation has adopted a comprehensive strategy to counter terrorism in the region. The Regional Anti-Terrorist Structure (RATS) is a permanent institutional arrangement to enhance coordination and cooperation of special services of the SCO member states to fight terrorism. Unlike the United States and NATO, whose perception on security remain confined only to terrorism and ‘terror-sponsored states’, the SCO has broadened the definition of security. The approaches of SCO member states to combating terrorism are based on multilateral and international cooperation, rather than unilateralism.
